[BUG]: modebar toggle buttons use the wrong initial active icon color #8129

Description
modebar toggle buttons such as toggleHover are initially rendered with the default icon fill instead of modebar.activecolor.
The correct active color is only applied after hovering/clicking with the button, causing a visible color change on first hover.
I was confused by this color changes and realized that this is a bug.
