plotly-cloud is not on conda-forge, so as a hard dependency the dash conda-forge package can't be built for 4.5.0. It stays installable with dash[cloud], and Dash already handles it being absent. Reverts #3947.

Reverts #3947:
plotly-cloudgoes back to being installed only withdash[cloud], not by default.plotly-cloudis not on conda-forge, so with it ininstall.txtthe conda-forge dash package can't be built for 4.5.0 (the feedstock'spip checkfails). Dash already handles it being missing:dash.pyfalls back to the Plotly Cloud placeholder button, and theplotlycommand prints an install hint.plotly-cloudfromrequirements/install.txt(still inrequirements/cloud.txt)plotlycommand hint points atpip install dash[cloud]againtests/unit/test_plotly_cli.pyfor the hint and the install requirements; both fail on dev and pass hereChecked: a fresh install of the branch doesn't pull
plotly-cloud, and adash_duoapp without it installed renders with no console errors and shows the Plotly Cloud placeholder in the debug menu.
