[Bug] Developer Program Member badge and Highlights section missing on desktop despite confirmed membership

Hi GitHub Community,

My Developer Program Member badge and the entire Highlights section are missing from my desktop profile, but the badge is visible on mobile.

• Username: @ppsssj
• GraphQL: isDeveloperProgramMember: true
• Desktop: Highlights section missing (including incognito mode)
• Mobile: Badge visible

I've also reported this in #186750.

Is this a known issue, and is there a way to fix it?
