Set up tests that scaffold a Java operator, create an API and verifies it properly builds #75

Feature Request
As it's easy to get the code generation wrong, it would be interesting to be able to automatically check it using tests, in particular to make sure that a basically scaffolded project with a default generated API properly compiles and runs.

We are planning to add a scorecard test as well as an end-to-end test for the java plugin. We will update you soon.

Unfortunately I think this has kind of fallen onto the back-burner for most if not all of us that are assigned to it. I am going to unassign myself in an attempt to open this up for other contributors. If I find some time and it is still open I may pick it back up.
