neostandard 0.14.0 scopes the `ignores` passed to `neo()` to its own rule layers, so they no longer exclude generated/vendored files from linting outright. Declare them as a top-level global-ignores config object instead, which skips deps/milo, lib/milo, lib/llhttp, test fixtures, wpt and undici-fetch.js entirely. Also fix the remaining lint violations introduced by the updated styling rules: - test/websocket/messageevent.js (@stylistic/comma-style) - types/api.d.ts (@stylistic/comma-dangle) - types/utility.d.ts (@stylistic/operator-linebreak)
