According to this advisory
org.jetbrains.kotlin:kotlin-gradle-plugin 2.4.20-Beta1 is recommended to address the CVE.

I'm using:
github/codeql-action/init@v4
gradle/actions/setup-gradle@v6 (to build, this is where it fails with the exception in the title)
github/codeql-action/analyze@v4

    We do not support beta versions or release candidates.

    Closing this as effectively a duplicate of github/codeql#22381.
