Support a completely ANTLR/Java-free C++ build using the native Pratt parser #2332
The plan is to start default enabling the Pratt parser soonish. Most of our clients are google-internal so we can't make particular promises on what that timeline looks like. After that's done, we'll move the Antlr parser out of the main Bazel module. I expect we'll keep it for a little while as a reference / prototyping implementation.
Separately, we only test / maintain the build with Bazel in our regression tests (again, for internal compatibility reasons). Bazel needs a minimal JRE to work, but we shouldn't have any other dependencies that need to build / run java. https://bazel.build/install/ubuntu. We would like to eventually support CMake or otherwise better support non-Bazel build systems, but can't offer a timeline for that. #1215
