Currently there's a `poll` option in `angular-cli.json` that enables polling for `ng serve/test` (https://github.com/angular/angular-cli/pull/2486, https://github.com/angular/angular-cli/pull/1837, https://github.com/angular/angular-cli/pull/1814). There is no corresponding `--poll` flag for these commands though. There should be one, and it should also be added to `ng build` for use with `--watch`.
