Title: Actions budget with "Stop usage" not enforced for organization billed at enterprise level
We had an organization Actions budget of $280 with "Stop usage when budget limit is reached" set since 3 July 2026. The audit log confirms it (billing.budget_update, budget_limit_type "PreventFurtherUsage").
In September, Actions usage ran to roughly 15 times that limit without being stopped. We found out that the organization is billed at the enterprise level, and the organization budget appears not to have been enforced there. Nothing in the budget UI indicated this.
We have since added a hard-stop budget at the enterprise level and reduced our workflows.
Two things:
Happy to share audit log screenshots with GitHub staff.
