Summary

Requesting multi-language (i18n) support for the GitHub Copilot app (desktop app) and Copilot CLI. Right now the app interface is English-only; users who prefer their native language (e.g. Traditional Chinese / 繁體中文, Japanese, Korean, Spanish, etc.) have no way to switch.

Problem

• The Copilot app has no language/locale setting, so the UI stays in English regardless of the user's OS or GitHub language preference.
• This raises the barrier for non-English users and makes the interface harder to navigate for day-to-day work.

Requested behavior

1. Add an interface language setting in the Copilot app (follow the GitHub site or OS locale, with an override option).
2. Start with widely used languages such as Traditional Chinese (zh-Hant), Simplified Chinese, Japanese, Korean, Spanish, German, French, Portuguese, etc.
3. Keep the code/technical terms in English; translate only the surrounding UI chrome (menus, labels, dialogs, help text).
